Legislative Report September 2008
It is an historic time at the State Capitol. The 2007-2008 Legislative Session is all but over, with one huge exception: The Legislature approving a State Budget! On August 31 the Legislature completed its final business on thousands of bills introduced and acted on during the 2007-2008 Session. Due to the horrific fiscal state the State of California is in, thousands of bills were defeated due to the fiscal crisis and lack of funds.
As of today, with no State Budget in place since last Fiscal year, the Legislature continues to try to figure out how to put a Budget together to fill the projected $15 billion Budget deficit while needing to secure a 2/3 vote to get anything accomplished. The delay in approving a Budget is now, and on a daily basis, setting new all time records for not having a Budget in place. The 2008-2009 Fiscal Year started on July 1, 2008.
Our effort at the Capitol to educate and pursue our Initiative continues in earnest. We are pleased that our friend, State Senator Darrell Steinberg, has been elected the new President-Pro Tem of the California State Senate. A delegation of representatives from CALBIA will be meeting with him soon to discuss our CALBIA Brain Injury Initiatives. Senator Steinberg is very interested in our issues, and I expect to see great things from our relationship with him.
